This week, Budget Insight reported on the coming change in American military leadership in Afghanistan. With the likely passage of the second war supplemental of FY2009, the costs of America’s post-September 11th conflicts will near $1 trillion. Additionally, the House Appropriations Committee modified a number of DOD supplemental procurement priorities. Before it passed the House on a 338-60 vote, the committee also shifted some programming emphasis in the supplemental bill towards the personnel and procurement accounts . Today, we examined the problems IMF scoring create for the foreign affairs budget. Finally, in the coming days, look for the Senate to vote on its version of the war supplemental bill.
