  • The measure seeks to reform the way the Pentagon procures big new weapons systems, which have routinely run over budget and behind schedule according to auditors at the Government Accountability Office.
  • The plan, called A Roadmap to Recapture Acquisition Excellence, makes five basic points. In a clear sign this is not just another bit of acquisition mumbo-jumbo, the report is clearly written and signed by both Air Force Secretary Mike Donley and by Chief of Staff Gen. Norton Schwartz. The plan says the service must:
  • After hundreds of congressional and think tank studies, a new law will give the Pentagon’s often-maligned weapons-buying system a facelift – but some say the legislation lacks the muscle to improve program performance.
