Under Secretary of Defense Michele Flournoy

As reported in Defense News, Under Secretary of Defense Michel Flournoy has redesigned the Pentagon’s policy shop and issued a new org chart. The new structure gives some insight into how the Department views the nation’s strategic priorities. In particular, it includes a new Deputy Assistant Secretary (DASD) for Afghanistan and Pakistan, separate from the South Asia responsibilities, links space and cyber issues under a Deputy Assistant  Secretary for Cyber and Space Policy, and expands the reach of the Assistant Secretary for Special Operations and Low Intensity Conflict to include  building partner capacity and counter-narcotics operations. These and other changes reflect an increasing focus on unconventional conflicts, and away from a hard and fast distinction between counterinsurgency and conventional warfare.
